Start > Run > gpedit.msc > Enter

If have to found Computer configuration > Administrative templates > Network

Click network and you to look up on right Qos Packet Scheduler click here now you have to fond Limit preservable bandwidth double click here and select Enable here you have look bandwidth limit % please insert 0 here after deleting 20 than apply and OK 

Now you can enjoy your Internet up to 20% more speed.
